To put this article into effect, the government department in charge and the Chinese-foreign joint venture making the substitute may take the following steps:

. The government department in charge will temporarily hold up payment of foreign exchange to the importing enterprise in reserve against the substitutes;

. The bidding centre of import machinery and electrical equipment will assist domestic enterprises (including Chinese-foreign joint ventures) in tendering for the substitutes;~

. Chinese-foreign joint ventures should report to the government department in charge and apply for tendering;

. All government departments in charge should compile catalogues of substitutes made by the joint ventures and send the catalogues together with their tendering applications to the bidding centre of import machinery and electrical equipment; the bidding centre will assist the relevant departments in appraising the tenders and opening the tenders in public; and~

. The joint venture that wins the bidding shall enter into a supply contract with the importing enterprise, and the foreign exchange kept in reserve shall be paid to the supplier through the bank.

To put the policy on import substitute into practice, the government and the joint venture shall follow their respective guidelines, namely:

. Any application for imports that can be substituted with domestically made products shall not be approved and no import licence shall be issued; and. The supplier shall offer domestic buyers preferential treatment such as lower prices in foreign exchange; after-sales service, including personnel training, supply of spare parts, maintenance and repairs; and lower prices than those of imported goods.
